Human resources, especially the educated and trained ones, always play a very important role in the economic and social development of a country. Of the five basic resources to ensure workers’ sustainable livelihoods, human resources can be regarded as the endogenous factor governing the other resources in the human means of living. The fourth industrial revolution, globalization and the Covid-19 pandemic are making a tremendous impact on workers’ livelihoods in the whole country in general and those in Ho Chi Minh City in particular. Thus, improving the quality of human resources is considered as a strategic solution for Ho Chi Minh City to solve this problem. Within the discourse, the author analyzes the situation and needs for professionally trained manpower in Ho Chi Minh City and proposes some solutions to develop the educated and trained human resources meeting the requirement of the labour market in the context of the fourth industrial revolution.
