In recent years, the goal of training students after graduation to reach the level 3 standard of the 6-level language competency framework for Vietnam has been assessed as an important issue in the general education program. The purpose of the study is to collect information on the views of teachers at some high schools in the Mekong Delta about the current situation of English ability of 12th grade students and the influencing factors to the ability to meet the English level 3 standard prescribed by the Ministry of Education and Training. Research results showed that the majority of 12th grade students in the Mekong Delta do not meet their goals due to many factors related to learning motivation, traning program, learning environment, training, and assessment methods. The research results are the basis for for raising awareness about the importance of English for teachers and students, and as a reference for educational planners to design related programs at higher levels of study.
