This study aims at assessing the performance of the New Rural Program (NRP)’s implementation, investment efficiency and people's satisfaction. Thereby, the authors are offering solutions to implement successful, effectively and sustainably program at the national level in general and Hau Giang province in particular. The study conducts face-to-face interviews with 458 households in three groups of communes with very good, good and medium completion of the NRP criteria. Research results show that the per capita income had increased by about 10.83% per year in the 2011 – 2018 period. The research results reveal that completing a new rural commune and one more criterion cost about VND 823 billion and VND 26.8 billion, respectively. Our study also shows that the people were satisfied with the NRP at a relatively high level. Based on the surveys’ results and SWOT analysis, the study also proposes some policy implications to improve the investment efficiency for the NRP in the years to come.
