Professional development for teachers is a mission that needs to be improved regularly, especially in the context that Vietnam is implementing innovation in the direction of development for students’ competence. There are many professional development models for teachers: training, classroom observation, lesson study, action research (Villegas-Reimers, 2003). A good professional development program is a program that integrates models and meets the needs of teachers (Guskey, 2002; US Department of Education, 2007). Tran Dai Nghia High School is a school in the suburban area of ​​Can Tho city, where all students do not need to take the entrance exam. The School Board wants to improve the quality of teachers’ teaching for the development of students’ competence. Based on the characteristics and requirements of the school, the Center for Professional Development in Education (CPDE), Can Tho University (CTU) had developed a professional development program for 40 teachers of this school. The topic’s program was "Applying active teaching methods and techniques to develop students' competences" in the school year of 2018-2019. This was an integrated program that combined participating in workshop, designing lesson plans, observing in the classes and discussing after each class observation. After 8 weeks of implementation, the results from observations, individual interviews and focus group interviews of teachers and administrators have showed that teachers applied a variety of teaching methods and techniques to develop students' competences. They have many interesting things in participating in this training program under such a combination program. Students who participated in the practice lessons have a great chance in developing different competences. Moreover, through this training model, teachers feel that they can be more comfortable, cooperative, helpful and confident in teaching their field. Thus, they have developed a sharing culture in the learning community of their department teams. The advantages and disadvantages of implementing this program as well as the suggestions to better implement this training program will also be discussed at the end of the paper.
