Community Biodiversity Development and Conservation (CBDC) and Strengthening Farmer- Agricultural Research and Extension System Partnership (FARES)” stared since 1995-2015 in the Mekong Delta. Participatory approach was used to encourage innovation and contribution from farmers in plant breeding, technology development and promoting local supportive policies for agro-biodiversity conservation. The projects operated in 19 provinces and linked with Department of Agriculture and Rural Development and Extension Agencies for implementation at each province. 338 local technicians and more 70,000 farmers participated in training courses; 407 seed clubs were established with participation of 8,698 seed producers to supply good seeds for over 30% of total seed requirement in the Mekong Delta. Many advanced farmers as “plant breeder” developed successfully new rice varieties in which HD1 and NV1 varieties were certified by Ministry of Agriculture and Rural Development. Co-funding from the local institutions and person resource supports motivated significantly for developing community and farmer’s capacity by managing seed club, transferring technologies. Farmer’s contribution to agricultural development were recognized and rewarded by the government. Recently, “Seed club” is considered as “gathering place” for seed supply and technical transfer in the rural, it also is a potential model for capacity building and community development in agro-biodiversity conservation for food security and climate change adaptation.
