Human resources (HR) in the Mekong Delta (MD) as well as in the whole country have an abundant quantity, but not the quality. Through 25 years of renovation, the government has made great efforts in developing the investment of HR. However, it still has some limitations, in 2013, the workforce of MD was 10.3 million people, accounting for 19% of the whole nation, but the ratio of trained workers only reached 10.4%. Solutions to develop the human resources of MD are to re-plan the education network and training programs; develop lecturers and education managers; rebuild teaching programs and methods; diversify trainingforms and implement social justice; increase investment and improve the efficiency of investment resources use; and promote national and international cooperation in training HR.
