ABSTRACT

Urban areas play an important role in the development of zones, regions and even the whole country. Therefore, building legal criterions to determine and classify urban areas are an extremely important task. Inaccurate definitions and classification to urban areas will result not only on the decrease of urban but also the waste investment. For that reasons, regulations of urban classification must be exact and consistent. This article aims to set out some problems of current rules related to urban classification as well as proposes some solutions on these issues.

Đô thị giữ vai trò quan trọng trong quá trình phát triển của khu vực, vùng và thậm chí cả nước. Vì vậy, việc xây dựng các tiêu chí để xác định và phân loại đô thị là một nhiệm vụ rất quan trọng. Xác định không đúng, phân loại không phù hợp giữa các đô thị không chỉ làm kiềm hãm sự phát triển mà còn lãng phí nguồn đầu tư. Chính vai trò quan trọng ấy đòi hỏi pháp luật về phân loại đô thị phải thật chặt chẽ và thống nhất. Bài viết chỉ ra những điểm chưa thống nhất về phân loại đô thị trong hệ thống văn bản quy phạm pháp luật hiện hành và giải pháp cho bất cập trên.
