Assess the impact of charging ATM fee policy on revenue and operating banking services expenses was conducted by collecting monthly data from 14 banks with and without charging ATM fee; and used difference-in-differences method to processing data. The results showed that the performance of charging ATM transaction fee policy has no effect on raising revenue as well as reducing operating services expense as the objectives of policy set up initially. Specifically, raising revenues in charging ATM fee of the State-owned commercial banks does not increase significantly to offset with the increasing expense to implement this policy. Compare revenues, operating services expenses, and the number time of cash withdrawals at the ATM machines, there are no difference before and after Circular 35/2012/TT-NHNN issued. In contrast, the number time of withdrawals at the counter from charging fee banks increase many times after implementation this policy. Similarly, there is adifference in the amount of cash withdrawals at banks before and after the application of Circular 35/2012/TT-NHNN.
