The need to use highly qualified human resources has been increasingly focused in the Mekong Delta region to serve the socio-economic development of the whole region along the direction of industrialization, modernization and international integration, especially in the current period, the industrial revolution 4.0 is being carried out. Can Tho University is one of the key institutions responsible for training and retraining most of highly qualified human resources of Can Tho city in particular and the whole Mekong Delta region in general. Therefore, the necessary issues in management of regular training activities of this university must be identified and analyzed in detail, thereby orienting solutions to improve the effectiveness of regular training management activities at this university. This article, the author refers to the basis of scientific reasoning, as a basis for finding feasible and effective solutions of regular training management at Can Tho University.
