A crucial survey was conducted in Vietnam to ascertain the prioritized preferences of willingness, a vital consideration for the construction sector that demands expertise, resources, and effective coordination. This study aims to gauge the enthusiasm of construction companies to enter the Vietnamese construction market. The research methodology encompasses a literature review and expert interviews, which establish the questionnaire's framework and hypotheses. The questionnaire covers three dimensions with a total of 28 items. Using convenience sampling, 185 surveys were distributed to qualified practitioners, yielding 52 valid responses—an effective sample recovery rate of 28%. The analysis highlights the significance of the “enterprise characteristics” aspect, indicating that investment motivation is influenced by business traits. However, the “national uncertainty” aspect, failing the t-test threshold of < 1.96, rejects the notion that Vietnamese market and economic conditions impact investment willingness. Notably, the “government policies” aspect indicates that policies from both nations significantly influence investment willingness. The findings, compared to Taiwan’s current policies, are notably favorable to practitioners.
