The school year 2023-2024 is the 3rd year of implementing the 2018 General Education Program. Identifying the teaching staff is a key factor for the successful implementation of the program's goals. However, the contingent of secondary school teaching staff in general, including teaching staff of secondary schools in Cai Rang district of Can Tho city, still has many shortcomings in terms of quantity, quality of staff, team development environment… Within the scope of this article, from researching the theory of building the environment and creating motivation for the development of secondary school teachers, the author organized a survey using questionnaires and used SPSS data processing software to assess the current situation of this activity in secondary schools in Cai Rang district, Can Tho city and propose a number of measures to improve the quality of environmental construction and create motivation for the development of second school teaching staff in the area
