Developing students' capacity is one of the important requirements in the current reform of general education. The article mentions 5 main contents of managing teaching activities according to the orientation of developing learners' competencies in the context of general education innovation, including: (1) Managing and developing teaching plans by approach student capacity; (2) Organizing teaching activites plan  according to approaching students' competencies; (3) Directing teaching activities according to the orientation of developing students' competencies; (4) Examining the management of teaching activities according to students' competencies; (5) Building conditions to support  the management of teaching activities towards student capacity development. These contents help managers flexibly apple each school's conditions to improve quality of teaching and learning in the current context of general education innovation.
