This article studies regulations of Vietnamese law on the cases that criminal charges shall be pressed only if crime victims or their legal representatives file their petition for charges even if competent procedural authorities have ascertained signs of criminal activities. The analysis method is used to clarify the regulations of the law on pressing criminal charges at the request of crime victims and Vietnam’s efforts to enhance human rights of crime victims upon their participation in criminal proceedings as well as show inadequacies of the law of filing of criminal charges as per crime victims’ petitions. On that basis, the study provides some recommendations for amendments and supplements to perfect the relevant regulations of Vietnamese law.
