Land use rights are not only a property right, but also have a great impact on the lives of land users. Although the State can acquire land use rights in case of necessity for national defense and security and for socio-economic development for public interests, such land acquisition requires procedures should be fair, legal, and democratic, and takes into account the lawful interests of land users as well as makes a balance between the interests of the public and private section. This paper is aimed to illustrate and analyze the current land acquisition procedures from the perspective of land-users, thereby proposing ways to balance the interests of the parties involved, increasing democracy in land acquisition in Viet Nam.
